Phil Walkup, one of P&E Building Services' founders in 2004, was born and raised in Wichita, KS and a 1970 graduate of Wichita Southeast High School. Prior to starting P&E Building Services, after a few years of working construction he spent the majority of his professional career in the aircraft industry. But after spending 30 years at Cessna dodging numerous layoffs and cuts, in 2003 while working as a manufacturing engineer, he was laid off.
"At the time I was humbled, devastated and scared. I had nothing to fall back on, I had never been unemployed," Phil said. "But looking back on it now, it was the best thing that ever happened to me." He credits his former P&E Building Services business partners and current business partner and Co-owner Blaine Tharp for the ability to make that statement.
In the fall of 2003, while Phil was selling screen printed and embroidered shirts to schools and corporate clients, Phil had a meeting with one of Blaine's co-workers at another company. Blaine just so happened to be looking for someone to run a new company for him and two other partners. That new company happened to be P&E Building Services. Blaine, knowing Phil for many years, knew Phil was the missing piece of the puzzle to make this new venture work, so he asked him if he would be interested in starting a new business...and the rest is history! In 2004 Phil, Blaine and two other partners formed P&E Building Services, LLC, now Phil and Blaine are the two sole owners of the customer service oriented building maintenance business.
Phil has been a service and people oriented person his whole life. For years he has been a very well respected youth coach in the Wichita area. He has spent 30+ years of his life coaching youth and high school baseball, basketball & softball, with stints as the Head High School Softball coach at both Valley Center and Wichita Collegiate, all while holding down a 40 hour a week "real job". But his love of sports and the ability to coach his son Casey and daughter Balie while working with other youngsters made the countless hours and effort all worth it. In fact, one of his many honors as a coach includes being inducted in to the Biddy Basketball Hall of Fame in 1988.
Some notable athletes Phil had the pleasure of coaching are Nate Robertson (MLB Pitcher), Damian Rolls (MLB Infielder), Derek Norris (MLB Catcher), Jessica Yoachim (NCAA Softball All-American), Tina Lewis (NCAA Academic All-American), Lisa Clary (NCAA Academic All- American), DeAngelo Evans (Kansas State HS Career Rushing Leader), Jaime Rheem (Two-Time NCAA All-American Place Kicker), as well as more than 30 other NCAA Division I Baseball, Basketball, Football and Softball athletes.
Phil credits his wife Rachel for allowing him to spend so many hours, days and weeks coaching over the years. They are the parents of Bobby Walkup, Casey Walkup and Balie (Walkup) Villagomez and grandparents of 11.
In his free time Phil enjoys spending time with grandkids, watching baseball, basketball and football as well as playing a round of golf when time allows.

Blaine Tharp, Co-Owner

Blaine Tharp, a Wichita native, is one of the original owners and founders of P&E Building Services formed in 2004. Blaine has an extensive back ground in the service industry with experience in the HVAC industry since 1997 and a mechanical career dating back to 1977.
In 2003, Blaine was working for Piping & Equipment Co. as the General Manager of the HVAC service group. The owner asked him if he would like to start another service company in order to become more diverse. With a little research they found that cleaning companies had a tendency to lose customers on an annual basis. Piping & Equipment was doing a good job with their existing service company so they decided to start P&E Building Services as a property management company.
Blaine is also responsible for bringing Phil Walkup on board as the Operations Manager and co-owner at the company’s inception. “One day prior to starting the new business, Phil, an old friend of mine, walked into my office.” Tharp said. “He had an appointment with a co-worker of mine he was meeting with. He didn't even know where I worked! It was a God sent moment. I knew immediately that Phil was the final piece to the puzzle we needed to complete our business plan.” Blaine asked Phil if he would be interested in working with him on a new venture and he liked the business plan and actually wanted to be a partner. In five years the P&E Building Services ownership group went from four owners to two, with Blaine and Phil Walkup being equal owners in the business since 2009.
Tharp’s professional achievements include serving on the Mechanical Board of Appeals for the City of Wichita and extensive ASME Code experience. He has also been granted the titles of AWS Certified Welding Inspector, and Master Plumber. Blaine has also received a certificate of excellence in the Local Union 441 Pipefitters Program.
Away from work Blaine loves spending time with his wife Susie, three kids Kory, Nicole, Shane and 2 grandkids. On the weekends you can probably find him on the golf course or working out at the YMCA. He is also a devout Christian who enjoys Bible study.

Casey Walkup, Sales & Account Manager

Casey Walkup joined the P&E Building Services team in September of 2012 as a Sales / Account Manager. He’s a native of Wichita with an extensive background locally in the sports industry as a standout athlete, broadcaster and sports administrator with a proven track record in sales and marketing.
A graduate of Valley Center, Casey’s high school awards included 1995 Kansas All-State Class 5A defensive back and Southwest Offensive Player of the Year in football. On the baseball diamond, Casey was All-State 2nd Base in 1996 and Chisholm Trail League MVP in 1996.
Casey attended Wichita State where he was an infielder and four year letterman in baseball. He graduated from WSU with a degree in Sports Administration. Casey has also been extensively involved in the NBC World Series. In 2000 he was voted Most Popular Player and Most Outstanding Local Player. In 2005 he founded and served as Head Coach of the Park City Cowboys which finished 7th in their first year of competition at the NBC. For his efforts Casey was named 2005 Manager of the Year.
Casey used his degree from WSU to get his career started as Promotions Manager at the Coleman Company from 2001-2004. After leaving Coleman, Casey began a career in television as Sports Reporter and later Weekend Sports Anchor at Wichita’s NBC Affiliate KSN from 2005-2009. In 2010, Casey caught the baseball bug again and went to work for the Wichita Wingnuts Professional Baseball team and the National Baseball Congress. While with the Wingnuts, he served as the NBC World Series Tournament Director and Director of Operations, along with having a very successful track record in Sales and Marketing from 2010 to 2012.
In 2016 Casey was asked to serve as the commissioner of the Sunflower Collegiate League, a National Baseball Congress affiliated summer collegiate baseball league in South Central Kansas. In 2021 Casey moved to softball starting the Sunflower Softball League, a summer collegiate league for college female student-athletes.
Casey, the son of P&E Building Services Co-Owner/Operations Manager Phil Walkup, is married to Sara Walkup. They are the proud parents of daughters Blakely and Brogan and their Schnauzer Tux, “the best rescue dog ever”! His hobbies include going to church, spending time with family and friends, golfing and watching sports. He also, spends a lot of time coaching his daughters in youth softball and basketball.
